I get a prompt saying that a sufficient number of members have already participated in the survey shortly after starting the survey, what's going on here?

People sometimes react very quickly when a survey becomes available and the survey closes closes before everyone can participate. The limit of participants could possibly been reached while a user is taking the survey and get the error afterwards.
